Dr. Rational needs to make a boat...

Good evening. Here’s this week’s puzzle:
Backstory: Dr. Rational made it out of the forest after choosing the middle path. However, he came out on the other side of the forest, facing a river crossing. The river is flowing fast, and Dr. Rational is unable to swim across. There are some sticks and logs scattered around, enough to make a boat. However, Dr. Rational doesn’t know how to make one. The mysterious voice reappears, telling him that if he solves this next problem, it will tell him how to build a boat.
Problem: There exists a bowl of arbitrarily large size with one drop of water. Every second, the amount of water in this bowl doubles. At 60 seconds, the bowl is full. At what time t will the bowl be 1/16th full?
